[HCM] IT Administrative Officer (Contracts & Vendor Governance)
JOB DESCRIPTION
- This is a regular-level IT Administrative Officer position within the IT Department of an International University in Ho Chi Minh City. The successful candidate will serve as a strategic bridge between external technology vendors, the Legal Department, and Finance — owning the full IT contract lifecycle from negotiation and legal compliance to payment management and audit-ready documentation.
- Contractual Liaison & Negotiation: Serve as the primary point of contact for external vendors and service partners; draft, review, and finalize IT service contracts, ensuring all terms align with technical requirements and the university‘s best interests.
- Legal Compliance Coordination: Collaborate closely with the Legal Department to review agreements, identify and mitigate legal risks, and ensure all contracts meet the university‘s compliance standards and policies.
- Financial & Payment Management: Track payment statuses, manage vendor invoices, and work with the Finance & Accounting team to ensure timely and accurate settlement of all IT-related vendor payments.
Operational Governance & Documentation: Maintain structured Workpapers (Cover Sheets, Approval Memos) for senior leadership review; ensure full transparency and audit readiness across all IT expenditures. - IT Business Analysis: Perform core BA responsibilities: elicit and document business requirements, analyze workflows, produce functional specifications, and support the delivery of IT projects and system implementations.
JOB REQUIREMENT
- Bachelor‘s degree in Information Technology, Business Administration, Management Information Systems (MIS), Business Law, or a related discipline.
- 02+ YOE as BA/ IT Admin at IT company, international educational institution or with a technology practice.
- Hands-on experience in drafting, negotiating, and managing IT vendor service contracts and payment workflows.
- Solid understanding of financial workflows, invoice management, and payment tracking processes within a corporate or institutional setting.
- Good English communication (international working environment).
- Proficient in MS Office (Word, Excel, Outlook); experience with contract management tools.
- Meticulous documentation skills; capable of independently maintaining organized, audit-ready records and approval trails.
- Strong interpersonal and negotiation skills; comfortable engaging with diverse stakeholders across IT, Legal, Finance, and senior leadership.
